If you read the posts on our blog they explain very well how the service works. Basically if you delegate steem power you will receive one upvote per day worth 20x the value of your upvote each day.

I received this comment: "Congratulations, your post has been upvoted by @upex with a 0.12% upvote." What does that percentage value mean, and what factors might cause it to increase or decrease? Thanks
The more you delegate the bigger upvote you will receive. The minimum steem power to delegate is 300. If you want bigger upvotes, just delegate more steem power. :)
