They can't stop abortions by legislating public health.

This is also why I don't think Republicans will be satisfied with letting states decide. And why I think when push comes to shove they'll get Trump to back a national abortion ban.

From the perspective of a pro-life person, how can they be satisfied with this status quo?

Mind you this is the predictable outcome of abortion restrictions in the research. It just tends to make abortions unsafe and occur later. So for people that honestly do want to limit abortions later in pregnancy, abortion restrictions are the last thing you should advocate for. Give people the tools and resources to prevent pregnancies in the first place and to terminate pregnancies early.
