We will continue our account creation service past HF20 with the following modifications. The current and projected model does not involve us profiting in any way from continuing this service. This service exists solely for the benefit of the Steem ecosystem.

The following is based on the parameters of https://steemit.com/hf20/@steemitblog/velocity-hardfork-account-creation-guidelines.

The following is the first draft and is subject to revision/modification based on your input in comments below. It will become applied after HF20 takes effect.

The following uses "3 STEEM" as a placeholder for the account_creation_fee.

These are "non-discounted accounts". We are not wealthy enough to speculate having enough Resource Credits (RCs) to generate accounts with. Please read the @steemitblog post linked above to understand what that means.

Flag this post (with 1% if you have a slider) if you feel that this service should not be provided at all. Tell us why in comments. Won't flag you back.

Process

• User fills out the account creation form and follows instructions.
• Account is created for the user. The user is provided with the private posting key only.
• We will withdraw a total of 3 STEEM (or the equivalent of 3 STEEM in SBD) once the account generates it.
• The withdrawal of 3 STEEM will constitute our repayment.
• Once the 3 STEEM is repaid, the user will receive their master password and our involvement will end.
• A limited number of accounts will be available on a monthly basis to ensure we can deliver personalized service.
• Limits will be established in practice.
• Should the user chooses to invest ahead of their first payout, the 3 STEEM can be withdrawn from their account at the time.

Form Instructions

• Forms can be found on the https://www.guiltyparties.com website.
• Fill out all parts of the form.
• Add the message specified on the form page to own social media page or website.
• Wait up to 72 hours for account creation and verification.

Benefits to User

• User is provided with a set of best practice guides to help them understand and get established on the Steem blockchain.
• User cannot compromise their account in any permanent manner while getting their feet wet.
• User has a period of time to explore the ecosystem as an account holder.
• No need to invest at the risk of not receiving a return on investment.
• No cost to user.
• Accounts will come with a @steemcleaners' Verification Badge (as verification is bundled into the account creation process).

Risks to User

• User must trust ourselves with their account and funds.
• If user is deliberately and maliciously using their account in an abusive manner¹ their access will be terminated.
• Accounts with terminated access will be cleared of all posted material.
• Any earnings over 3 STEEM of terminated accounts will be confiscated and put towards the anti-phishing @plentyofphish account.²

Rationale

• This approach focuses on quality vs quantity of onboarded users.
• Solves the ongoing problem of users becoming lost and ultimately discouraged in the void.
• Mitigates the creation of accounts for malicious purposes.

Veteran Accounts

• No change in service.
• Veterans will still use the veteran form.
• Veteran accounts are granted a greater level of support and not be subject to the return of the 3 STEEM procedure.

Family Accounts

• Family accounts are accounts created in bulk (2+) for members of the same family or close friends.
• Only one account will be created in family account situations.
• Family accounts will not be permitted and applications for family accounts will instead receive self-generation instructions to be used by the created account once it generates/invests funds.

Notes

¹ Abuse: phishing, fraud, identity theft, comment or post farming, and extreme criminal activity. There is zero tolerance. The account holder's identity, quality of character, beliefs, or statements fall under 'freedom of speech'.
² The confiscated funds will be powered down/moved to @plentyofphish, where they will be used to fight phishing and hacking as per @plentyofphish mission specifications.

Roll Backs

• Roll backs or password restorations are only possible where the password change is less than 30 days old.
• In extreme situations, we will roll back an account and revoke access. This is only for the rarest of the rare cases. We don't anticipate having to resort to this and never have so far.
• Accounts that become compromised through phishing or similar will have their keys regenerated/rolled back where possible. New information will be provided to the account owner. We can't restore any stolen funds.

Transparency

• Each account created by @guiltyparties votes for our witness by default. That algorithm is there as it is the same code we use for our own accounts.
• Users may unvote the witness at any time and vote for whatever witnesses they see fit.
• We do not use SteemConnect or any other 3rd party service for account generation. We have a custom script written in Python.

Steem Power

• We will try to provide temporary small delegations on an as-needed basis as possible.

Equality

• All account requests are equal. No one is better than anyone else.

Community Accounts

• These should be created by their respective community members and not by ourselves.
