Sort:  

Your rep will gradually go up as your posts get votes from other users who have higher rep than you do, and conversely would go down if you're flagged by someone with a higher rep. It's an exponential curve though, so as your rep gets higher, it's gets exponentially more difficult to increase.

Flagging is usually to downvote bad content, plagiarism, hate speech, people who are spamming, people who repeatedly post using reserved tags (like posting an article under the dmania tag, which is for memes), or if you disagree with the rewards the person is getting (but that's usually due to one of the aforementioned reasons anyway). It's essentially a negative valued vote.

There's not really a place to ask questions per se, so making posts like you did is fine, or you can comment on a related post by someone else. A lot of people also use Discord or other chat apps, and many of the STEEM apps like dMania and dTube have their own Discord channels specifically for the app only, so if it's a specific question related to an app, then you're probably better off using Discord.

more views ---) more likes
more likes ---) more reputation

Yeah, you have to be careful flagging people. I'd suggest you don't flag anyone at all for a while at least. I usually only flag people who are spammers, who post total crap over and over, or who are trying to scam rewards one way or another. And I'm not even going to bother myself anymore, because I just end up getting flagged back as retaliation.

Just keep trying to post good content and you'll gradually get people to follow you and you're reputation will go up steadily. You should also check out the MinnowSupportProject, and other groups that work to help new users succeed. There's alot of people who are willing to help new users, so there's more than just the MSP. It's probably also worthwhile for you to look at some of the posts that people have made previously about succeeding as a new user on Steemit, because there's a lot of helpful tips. Your reputation is actually influenced by votes from people who have reputations greater, or equal to 25, and vote for you. Other than that, your reputation is influenced by the Steem Power of people who vote for your posts, not their reputations (however people with more SP tend to have more rep). Also, lower rep people can influence your reputation (as long as their rep is above or equal to 25). However, flags from people with a lower reputation then you do not count towards your reputation.
