You create an account and login in via Steemconnect which is the easiest way to go about setting up your account.

Once you reach the dashboard screen you can navigate through to buying your credits and purchasing your Upvotes.

You may also at this point choose the time period for which you'd like to receive your Upvotes and choose the level of ROI you'd like to receive based on those criteria.
