Last I heard hackers and exchange make deals like Bitfinex is doing to give them a cut or cleaning it for them in exchange for giving most of it back.
Like for every 10 million stolen 1 million is given in cleaned money via exhcange token,privacy toknes or fresh coins given under the table.
