Is it okay for a dapp to be partially centralized, and if so, why?

I'll echo @Icaro on this one. It depends entirely on your use-case. If you already have a good answer to the question "why is your app decentralized?" then you should be able to answer this well. In some cases, too much decentralization can actually (paradoxically) lead to centralization: think of the mining pools in bitcoin. Bitcoin has totally decentralized governance, which means that there is nobody to protect against big mining cartels from pooling their resources and pricing out all the little miners. Blockchains like Steem, Bitshares, and EOS use the DPOS system which chooses a little bit of controlled centralization in order to try to prevent uncontrolled centralization.
