A Possible solution to utilize Useful Work while being truly ASIC Proof.

The problem with useful work mining is that it is not possible to scale, but what if instead of scaling the project we limit the hash and change the reward structure?

Lets say we put the useful work to something great like Cancer Research. Now we set a hash minimum and hash maximum, this will make this blockchain truly ASIC Proof! Each consensus vote required useful work and limits the hash rate. Now you might think what is to stop people from running thousands of computers or even virtual machines mining? Well we limit how many miners can connect to a network leveraging smart contracts to limit only 10 miners per any IP range. I coined the term "fairness mining".

Fairness mining:

The mining reward goes in chronological order to the machine that has been mining so long as their hash stayed above the minimum hash requirement regardless of which machine actually solved the block. Each IP range will be limited to 10 mining machines thus preventing anyone from building a mining farm.

If there is a programmer out there who can make this idea into a Cryptocurrency, please contact me and lets put this idea into motion. This idea is still in its infancy but it could be huge.
