That would be a really, really weird universe.

But the place you may be heading towards here is the idea popular in SF since the 1980s of the obsolescence of geographic nation-states and rise of corporate ones. Whether Facebook becomes a state in and of itself or merely the intelligence arm of a conglomerate remains to be seen, but it's a sign that we're headed in that direction.

"90% of what used to be science fiction" I suppose that is a relative statement, since most of the sci fi I like is from the late 50's, haha. My guess is that, maybe just at first, it would be less arm arm than a tool. Tools can be good or bad to a certain degree...but an a.i. with the power to manipulate masses to any disposition the tool user wishes, seems pretty much all bad to me.
