Hello steemians friends, this government corruption, everything started with Chávez, and now he continues with Maduro.

Well, here I present evidence to show that this corruption did not start with Chávez, nor did it get worse due to Chávez, at least not while he lived and was healthy (until 2011-2012).

Any honest Venezuelan or Venezuelan who is over 60 years of age --- with a good memory --- and who has grown up poor, can confirm that the corruption here in Venezuela was very present before Chávez, and that it was usually the poor who paid for it, more than the middle classes or the rich.

That is, the existence of corruption was much more evident to the poor than to the middle and upper classes (until Chavez arrived, when it also became evident to the middle and upper classes because they no longer had special privileges to avoid it.

When one went through an alcabala, the National Guard or the police almost always selected the old cars with drivers who looked poor and / or illiterate, unable to defend themselves, to extract every penny they had. I was stopped every time I went through an alcabala (I was always in an old car), and I was robbed, under threat and coercion, always with the gun or the rifle or the machine gun (or what appeared to be a machine gun) in my hand.

They almost never stopped new cars or someone who seemed to have money.

When one was going to renew the foreigner's certificate in the Immigration, if one did not have how to pay good money (a bribe) to the corrupt director of the office, well, one towards the queue as I did --- because I did not have money --- for about 5 days (or more) in a queue, all day, returning again at dawn, and again, and again.

That was a nest of pure corruption, and hell to me, but not to most of the middle and upper classes who had the money to pay corrupt officials, or contacts (leverage).

In the case of the driver's license, it was the same.

If one did not have how to pay bribes to corrupt officials for the medical certificate, to the National Guard for the practical exam, to the corrupt head of the theoretical exam for what happened, or to the corrupt bank director to pay the fee (postage stamps I think) they were) without having to queue, well, then, one could take weeks, months, and even years to get their driver's license.

But the one who had the money to pay those corrupt ones, or the managers, did it all in one day.

I remember perfectly because a relative of mine paid me a manager after I had been trying --- without success --- to obtain my license for more than 6 months.

Everything was like that.

My mother-in-law took new years (yes, nine years) to have a telephone line because she did not have to pay the corrupt ones of the telephone company.

In those years, the police and the National Guard were basically all corrupt, thieves, and criminals.

We were always stopped by the poor, the easy prisoners, never, or rarely the rich, or the people of the middle classes, they put us against the wall, and they extracted every penny we had (today they do the same under the command of Mature, return to the past).

And there was also the military recruit ...

... where they only raided the poor neighborhoods of the cities of Venezuela, with blows and blows, they never did --- that I have seen --- in the neighborhoods of the middle and upper classes.

The poor man had no choice because he did not have the money to bribe anyone, nor did he have the contacts (lever), while the middle and upper class usually had everything, so they did not experience corruption the same way we do, but today Yes, corruption affects almost everyone the same now.
