I am feeling hopeful that we are seeing some "expansion from within," thanks to the various initiatives currently supporting "Minnow Making" and growing Steem's "middle class."

It's a slow process, perhaps, but building a stronger and more active community among the existing users will only serve as a point of attraction when someone takes a look here and decides "Yeah, I want to be part of that!"
