It has been celebrated unofficially since its original proposal in 1992 by Canada's International Centre for Ocean Development (ICOD) and the Ocean Institute of Canada (OIC) at the Earth Summit – UN Conference on Environment and Development (UNCED) in Rio de Janeiro, Brazil. The existence of the life in the planet earth is related of direct form to the oceans and the seas. The oceans are an inexhaustible life source, the water covers as regards the superficial area of the Earth 70.8 % or 361.106 km2 of the surface of the Earth.

In the Sacred Scriptures in Genesis 1, the creation is symbolically related and the importance of the seas and the Oceans is highlighted there. It is up to us, the society in general and our governments to promote the preservation and care of this legacy of humanity that are the Oceans.

6 And God said, “Let there be an expanse[a] in the midst of the waters, and let it separate the waters from the waters.” 7 And God made[b] the expanse and separated the waters that were under the expanse from the waters that were above the expanse. And it was so. 8 And God called the expanse Heaven.[c] And there was evening and there was morning, the second day.
9 And God said, “Let the waters under the heavens be gathered together into one place, and let the dry land appear.” And it was so. 10 God called the dry land Earth,[d] and the waters that were gathered together he called Seas. And God saw that it was good. Genesis 1 6:10
