As the saying goes...children are our future. The state or government must safeguard our children, but that is not always the case. Therefore citizens need to also speak out and hold all accountable for actions against children.
Easier said than done not matter what culture we are from. Your post gives us much to think upon.

All children possess a definite ideals, every child in the world have different goals, anyone wants to be a police officer, a doctor, the President, the army and others. But if the State does not exercise its functions, all ideals, they are hopeless.
I hope many in Government to hear this sound
