@BlockTrades 是拥有近六百万SP的大股东，发博文宣称，与比特股(BitShares)具有的矿工提案系统类似，“BlockTrades正开始开发Steem提案系统”。他们已经征得 @ned 的认可并出资。Steem系统将要缩减博文作者奖金激励池，移出一部分奖金用于鼓励建设Steem矿工提案制度。这个提案系统的开发费用大约需要55000美元，花费两个月的时间。

什么是Steem矿工提案系统？
Steem矿工提案系统允许Steem用户公开提出他们愿意做的工作，并获得报酬。 然后，Steem社员可以投票举荐这些提案，就像他们投票给签鉴人一样（股权加权投票，但社员可以根据自己的意愿投票举荐尽可能多的提案）。
