Proper hand washing with soap is imperative. Making a habit of cleanliness and nothing less is very helpful. Never take anything from anyone that touches something public then touches everything and hands it over to you. Small things make a huge difference and can mean life or death for people with weak immune systems.
Well, the tent cities have no sinks to wash hands in, and the locals don't let them use their restrooms.
What they need, if they're gonna allow tent cities, is restrooms.
End of problem.
