Meet Eddie, a welder from the East Side of Hero City. He is a villain with a flame thrower suit that has been having trouble coming up with a villainous alter-ego. He also lacks situational awareness.

Here's the process pics. After the rough work on just the foreground, then background. For the glowing effects I just throw globs of transparent bright color around and then blur the heck out of it.
