Because it's all part of one massive web of corruption that reaches through many different aspects of government and corporations alike... Basically, they are all in it together in one way or another and have a vested interest to save each other's asses at all costs, as once one of the dominos goes down (one person going to jail), all the rest of the players start to fall as well shortly after (the rest go to jail). Comey for example doesn't give 2 fucks about whether Clinton goes to jail, but he knows if she falls then the trail leads to him shortly after, so by saving her he is in-turn saving himself. As more and more players get tangled in the web, and as more and more time goes on, the web of corruption gets more and more obvious and harder to keep from falling apart, but sadly we live in a day and age where most the population are willingly oblivious to all of this and turn a blind eye, even to the most obvious of crimes. The Vatican is another good example of this same tactic. What's the best way to get away with touching kids? Have the entire church do it... that way they all protect each other and in the end no one gets punished, in this example it is something the majority of the public actually know about and believes, yet they still don't seem to give 2 fucks for some reason and are fine with letting it continue anyways... It's just shows how powerful this "you scratch my back, I'll scratch yours" strategy actually is. It's sad really...
The greatest form of control is where you think you're free, when you're being fundamentally manipulated and dictated to. One form of dictatorship is being in a prison cell and you can see the bars and touch them. The other one is sitting in a prison cell but you can't see the bars but you think you're free. What the human race is suffering from is mass hypnosis. We are being hypnotized by people like this: newsreaders, politicians, teachers, lecturers. We are in a country and in a world that is being run by unbelievably sick people. The chasm between what we're told is going on, and what is really going on, is absolutely enormous.
