If the idea is to promote steemit and crypto currencies. How about participants introducing new people (friends/family/even enemies) to steemit to grow the community, help them to get active. Let them make post and tag who invited them, and what inspired them to agree to join. Reward both referer and referee according to the commitment and involvement by the referee.

People would abuse it by making fake accounts for sure. Where money is the incentive abuse follows it at a short distance.
