I wish this was a one off story, but its not.
People are lead to believe that foster care are great, wonderful, child raisers, when in reality it is poor people who have extra bedrooms leasing them out. There's good money to be made stuffing as many kids as allowed into your house.
Indeed, some do care, but the system of incentives spawns greed and exploitation by those who want more money.
