You're ignoring any and all value of collective action with your last paragraph.

The most basic facet of human nature is to follow. To be sheep. This is why centralization will remain attractive unless something fundamental changes from our very own human nature.

How many roads will be maintained through decentralization? Disaster response systems? Health care systems (even to the level of a large village)? What's the plan to home-school the billions of children?
The reason decentralization (REAL decentralization) WON'T work as a single paradigm of operation is it CAN'T work as the sole social model for the maximum benefit of more than a very limited number.

We need to recognize the problem with "human nature" ISN'T the desire to follow, or serve- it's the greed to exert power over others, and our laziness to oppose that to whatever extent we can.
You're correct in identifying this as innate, but that doesn't mean immutable. That same greed, if directed and modulated into benefit for those we wish to control, makes for the greatest teachers and benefactors. That same laziness that's so detrimental to freedom can translate into the drive for parsimony in thought that leads to great science, engineering, and artifice.
