So what's the Latest news & Op-onion about Monaco VISA's ICO?

Noticed a few things,
ICO had to have tokens re-issued. Were they?
No news anywhere since ICO closed. Not even one listing or update.... BLACKOUT. Can't even find a website that posts the latest news - everything is still geared towards selling the ICO which has already closed. It's like nobody is managing the websites.
Noticed here that the number of Ethereum deposited to this Monaco Visa project can be found here. One poster said it was at 5730 Ethereum May 18th (well before the ICO closed), and as of writing this it is at 3591, with 38 transactions removing various amounts: https://etherscan.io/address/0xf9a5e0436c01cc15708449e480fa5f2d6a5b55ca

Thought this would be poison and I bet that this project might even effect the price of Ethereum by July/August.
Is it possible that big insiders who monitor Ethereum and invest in it, have done their due diligence, and are pulling out over this ICO ahead of time?
