I think we need to teach ourselves and the people we come in contact with how to invest with the intent of lowering volatility.

Moving all in and all out is just pure speculative gambling, and people out there seem to be doing this all the time. We need to enter and exit the market slowly. If enough people actually did this the volatility would go away in the first place.
