What would happen if ETF Proposals are rejected?

As in the case of Winklevoss’s ETF proposal, the markets will suffer a big blow and remain provisionally closed to large institutional investors. This is really bad for cryptosphere so that many crypto enthusiast are making some noise in order to approve this proposal, however, the US SEC never listen to them, In the end Commission is trying not to wreak havoc in the industry by making rash decisions. Do you think that ETF Could Be Approved In 2019?
