Is Decentralization an Answer?

In the premises of centralization and decentralization, conflicts always take part in its framework. This is attributed to the fact that no persons are perfectly alike, meaning, each person has its own individuality, its uniqueness. Their level of understanding and acceptance to the things around them differ. For me, I am more into decentralization for the very reason that the duties and functions of all the actors in the system are more defined. There is a direct interaction by and between the superordinates and subordinates.

Just like in the case of the national agencies. There are certain policies that are not properly coordinated at the lowest level of the hierarchy which somehow created gaps. For centralization, it is advantageous in terms of the unified implementation of policies because there is uniformity in the system and interpretation of the law. But then, it is prone to resistance from a particular segment of the organization to the very fact that what is true to a department will not be true to others.
