because I think it encourages too many spammers to just post plagiarised or crap memes just to get an upvote. this blockchain was set up to promote quality content. I people want to post millions of memes, I suggest they set up their own reward based blockchain. thats all :-)
Thats what I have heard from some people, Im no expert but doesn't that happen on steemit too? People posting plagiarized material and getting upvotes because they are popular or have a lot of followers. I thought the downvote was suppose to get rid of most of that
