Because the Democrats, Legacy Media, and Deep State have made Russia the big, bad, scary, boogieman to use and abuse in their trying to negate the will of the people voting for President Trump they have created double standards. It is perfectly fine for cable television providers to offer BBC America and World News along with a host of other foreign foreign owned networks but a small independent radio station operator sells airtime to a Russian outlet and they are forced to register as foreign a foreign agent in order to reinforce the Russia narrative.
