it's actually a valid question. They should of thought of this from the beginning. Utopian is doing the same. Almost all communities are working with upvotes to motivate people. They can submit bounties to Utopian and make use of the community we built. And finally work together on One Level. For Delegations/Upvotes.
Utopian relied fully on the delegation from Steem inc (and 1 other big player) for their revenue. They have realised this is a huge treat to them and are looking for other revenue streams. It's just smart.
You are right when you say Steempower is a great tool to reward anyone that adds value to Utopian but it can't be the business model to use to pay for everything.
