It is obvious once one begins looking past the public persona of CPS/Foster Care that its intent has little to do with the child itself and more wit shuttling the child around to the care of strangers while using them as pharmaceutical guinea pigs, sex trafficked for some and who knows with those never heard from again?
Yup, kids-for-cash and in the state-approved industries of foster care and adoption agencies, and at worse the smut peddling sex trafficking industry that foster homes are sometimes connected with.
