It should be mentioned, that in Russia, from January 1, 2013, the so-called “Dima Yakovlev law” came into force, according to which US citizens are prohibited from adopting Russian children.

Of course this will be little impediment to the international traffickers as they will just have some of their sick members of other nationalities procure the children. Is there protest from the extended family members when their children are disappearing "legally" to foreign lands?

Here in the U.S. they can (and do) just walk the kids across the border, no need for any government paperwork tracking anything to get in their way.
