The dogs were howling for a rescue effort, and when a group of about a dozen residents stepped in, they called the officers and made several emergency calls.

But as police arrived, they spotted a strange black car, which appeared to be driving erratically and weaving over curves. A neighbor called 911, telling dispatchers that someone threw a rock in her yard on Monday and then jumped from the top of the garage -- but no one called for help.

"I just thought it was a hoax," said neighbor Debra Dukes, a volunteer rescuer who has lived on the block. "But, honestly, I was hoping for the best."

The house, which is about a block from a park, is one of about 20 on the block, and the neighborhood has the highest reported crime rate in the city, according to a 2014 report by the Mayor's office.

The neighborhood sits on an 18-acre park that is off the block, and a small park in a residential neighborhood in the neighborhood was recently torn down because of it.

Dukes said her house had received quite a bit of publicity since Monday, but she wasn't sure how she felt about all of the media attention and what motivated the attack.

"We are just here for the animals," she said.
