My theory is that if they legalized it in a hurry no one would accept it being taxed so hard. They slower it gets legalized the more the government can tax and prosecute people for it. If it was federally legalized who would buy it in the store?

Back then it was the tobacco and coton industry that made it illegal. I think today its more pharmaceutical industry to keep it illegal.
