Pic Story: No more criminals?

Is this even possible? I mean, this is what you can see in a movie scene of some tough talking administrator putting an end to crime and then the movie ends on very good note... but not in reality.

Well, this seems to be the case with Netherlands at the moment as the government is closing down 19 prisons because for some very weird reasons, there is a shortage of criminals to reside there.
Isn't this a great country?
