My herbs are not doing well indoors either. They are actually starting from seed much better outdoors currently, especially cilantro.

Most likely they are looking for more natural, strong sunlight. That might be what's up with the wilting pepper too. I know peppers need strong heat and sunlight. Some of my indoor veggies are also suffering from little bugs crawling through the soil, with no predators to keep them in check. I think outdoor soil will give them an added benefit for health.

I just transplanted some peppers today after hardening them off in the garage for about a month.

I can only hope the sun we are getting this week will resolve things. Part of the issue with pepper is it sat in a small container without any kind of drain in it. We got a bunch of rain and it just sat in water. I tossed the dirt it was in into the woods as it had a nasty smell to it and gave it some fresh dirt. I'm really hoping that one can recover.

After this batch does its thing I'll try planting some seeds outdoors. We have a long grow season down here and its hot and humid.
