How to prevent the US people from the Las Vegas style massacre again?

It has been long time that the non-military and civilian personnel are legally allowed to access guns in US. This has made a lot of troubles in the last a few decades. Criminals, as well as some crazy or mentally ill persons, use guns shooting civilians in public areas without any reason. This situation is getting worse and worse with the spread of terrorism over the world. Some persons (including criminals) imitate, and even act like a terrorist. They kill citizens with no signs like that happened in Las Vegas on October Second of 2017. That massacre resulted in at least 58 deaths and over 500 wounded. This has undoubtedly become a social problem of the United States.

How to prevent the US people from the Las Vegas style massacre again? Both the federal and the state governments must put this question on their agenda. The most urgent thing they should do is that the governments must issue really effective laws and regulations on the gun management. This could include the following items.

1 Revise and reformulate the gun laws.

2 Each gun buyer must register first to the police office and get permission from the office.

3 The police office must strictly examine the behaviors of each gunman or gunwoman before they buy guns and bullets.

4 Rigorously (strictly) control the gun market. All gun marketing agencies must have the record of those who buy guns and bullets.

5 Make strict regulations to certain areas where no one, but policemen, is allowed to carry any kind of guns.

6 Make a strict security inspection to all participants entering the public sports and entertainment buildings.

7 Re-register all the guns hold by the US civilians to their local police office, and renew the permission from the police office every year.

8 The most important rules should include issuing a civil gun ban in the United States finally.

In one word, both the federal and the state governments must make sure that all the US people are living in a safe country!
