According to the Decree of the Minister of Health of the Republic of Indonesia No. 340 / MENKES / PER / III / 2010 are: "A hospital is a health service institution that provides complete individual health services that provide inpatient, outpatient and emergency services". While the definition of hospital according to the Regulation of the Minister of Health of the Republic of Indonesia No. 1204 / Menkes / SK / X / 2004 concerning Hospital Environmental Health Requirements, states that: "The hospital is a health service facility, a gathering place for sick and healthy people, or it can be a place for disease transmission and allows environmental pollution and health problems to occur".
