The problem probably lies with their untrained people. I have seen rookies differentiate between them successfully and it is embarrassing for a government agency to admit that so openly. Truly a sad moment to see them admit it as an excuse. Makes you wonder about their qualification relating to anything 'cannabis'.
I must admit that a Hemp plant looks a lot like a dominant Sativa strain.
But you know, how cop can be, they see someone running they think he just robbed a person, while you just late trying to catch your train.
