In 1968, the composition of the provincial council was drastically reviewed. The Dutch newspaper De Tijd, August 14, 1969 reported on Ali Murtopo's call to take firm action against those who did not vote for Indonesia.

British historian Southeast Asia study specialist John Saltford revealed another fraud during the Act of Free Choice. According to Saltford based on the Hokojoku testimony he studied, DMP members chosen to speak at the Act of Free Choice were given written instructions about what to say.

"They were then made to practice speaking in front of officials," wrote Saltford in his dissertation, entitled The United Nations and the Indonesian Takeover of West Papua, 1961-1969: The Anatomy of Betrayal. "The person who refused was allegedly taken away and killed."
