I believe the speed of development and operation is a factor of private vs government. Private capital and accounting tends to be more efficient and cost effective than any government program ever created.

That is true but keep in mind that much of the foundation research that takes place is under government grants.
Most of what we use today was research, at least in part, by government entities. The dollars spent on research by the DOD and DOE dward that of any player in the private sector.
Plus, keep in mind that many large corporations tend to suffer the same inefficiencies as governments. OneWeb is a prime example of a company that is operating in an outdated fashion which is opening the door for SpaceX.
It is one reason why I am so high on the open source, decentralized community. The disorganized chaos tends lead to faster outcomes. Millions of people working on what interests them always brings about better results.
