If the number of delegates is very small compared to @upvu's total Steem Power and processed in decimal units, vp may not change if the delegated quantity of other accounts increases. 300sp is only 0.0009% of the total sp delegated to upvu. (Steem blockchain only supports 3 decimal places, you are rather rounded)

It's hard for me to say for sure either. When delegating more than 400SP, it is expected that the vp will also increase slightly.

Liquid STEEM rewards are originally paid for curation rewards received in SP. This is based on how much SP you delegated 7 days ago. Upvoting starts the next day after delegation starts, but Liquid STEEM rewards start 7 days later. (Remember, the Steem blockchain is designed so that author rewards and curation rewards payout occurs after 7 days) Please read the following guide.
