Explosion caused by "confiscated high explosive material," Lebanese official says

It's not yet sure what caused the explosion in Beirut. But an official says that it is from "confiscated high explosive material". If that's true, why is it in there where many people will be affected in incident like this. Warehouse like that should be place away from city or populated area.
