Yeah exactly, have the first wave go to already existing riot accounts, preferably that have already gotten some skins or something. That way you're sure they are not going to get sold/botted, by the time you do a second wave to include also new accounts the majority of the people that will play this game die hard already got their keys so there is way less for a market to bot them. Now the majority seems to go to newly created accounts just to so they can sell them
