Some people may be frustrated these days as they are told like "These are must theories/traditions/rules/practices you need to follow."
And most people won't be able to argue back against such words, as the rules and all those are created and maintained by lots of smart people, or by a genius, and it is difficult to believe your idea is better than them.

For example, in Japan, the VAT is increased to 10% from 8% from Oct 1st.
The tricky thing is that not all goods are 10%, but some remain at 8%.
Also, depending on how you pay, the VAT you have paid may be refunded with points.
And companies or individuals who had been excluded from paying the VAT are now all included.
So you need to see if goods are either 8% or 10%, and if you will be refunded with your credit card, and those who are new to paying the VAT need to learn it.
It is a mess.

I believe that the idea of applying a different amount of VAT is from Europe.
And it may be the result of a compromise between people who want to tax more and people who want to decrease tax.
Ministry of Finance wants to tax more to achieve a goal, the surplus of the national finance, and maybe the Japanese prime minister, Abe, wants to tax less for the better economy.
If that's the case, Abe only needs to stop the officers in the Ministry of Finance from achieving such a goal.
I don't know why he cannot do it.

フラストレーションがたまっている人もいるのかもしれない。
理論だ、伝統だ、ルールだ、慣習だ、みんなやってることだ。
そんなことを言われて、言いよどむことなく反論できる人はそうそういないと思う。
理論も伝統もルールも、いろんな人たちの積み重ね、あるいは天才のひらめきの結晶だからね。
あなたがぽっと思いついたアイデアのが優れてるなんてことは、あなた自身信じられないだろうし。

例えば、日本では、10/1から消費税が８％から１０％になったんだけど。
一律で１０％じゃなくて、物によって８％据え置きだったり１０％に増税されりする。
８％と１０％の見極めや、支払い方法によっては消費税がポイントで戻ってきたりするので、システムの理解と利用に、事業者側も消費者側も、色々と難航してるのかな、って感じ。
さらに以前までは消費税納税対象外だった事業者も今回から新たに対象になってると思うので、まあ大変だろうね。

この異なる消費税の混在というのは、ヨーロッパをみならったんでしょうが、増税したい人と、増税したくない人の綱引きの結果なんだろうね。
財政の黒字化を果たしたい財務省官僚と、消費の腰折れを避けるために減税したい政治家と。
ならば、財務省の目標に財政の黒字化を掲げるのを総理大臣の権限でやめさせればいいと思うんだけど、できない事情があるのかね。
