अधिकारों का महत्व एवं अस्तित्व तभी तक बना रह सकता है जब उनका संयत एवं संतुलित रूप से प्रयोग किया जाए ।दूसरों के अधिकारों पर आघात पर आघात कर के इनके
अस्तित्व की कल्पना तक नहीं की जा सकती ।
न्यायपालिका ने अधिकारों की सीमा के मापदंड निर्धारित किए हैं कि उन पर कोई अंकुश स्वेच्छाचारी तथा अन्याय पर आधारित नहीं हो।
अधिकार और कर्तव्य एक ही सिक्के के दो पहलू
हैं। दोनों को एक दूसरे से अलगथलग नहीं किया जा
सकता। एक के बिना दूसरे की कल्पना तक नहीं की
जा सकती । जहाँ अधिकार, वहां कर्तव्य है। एक का
अधिकार दूसरे का कर्तव्य है। कर्तव्यहीन अधिकार
निरर्थक है। आज के इस स्वार्यान्ध युग में नागरिक
अपने कर्तव्यों को भूल गया है । सिर्फ अपने अधिकारों
को ही सिद्ध करता है। इससे राष्ट्र में चतुर्दिक अराजकता
और अव्यवस्था का वातावरण बन गया है। अधिकार
अंतिम सिद्धि तथा चरम साध्य नहीं है। कर्तव्यों का भी
अपना स्थान है। इनके बिना राष्ट्र तो क्या परिवार का जीवन भी एक दिन के लिए भी नहीं चल सकता कर्तव्य हमारे
लिए राष्ट्रीय गौरव की कीमती मंजूषा के समान है। आज हमारे बीच ऐसे नागरिक बहुत कम है जिनको वास्तव
में अपने कर्तव्यों का बोध है। राष्ट्रीय विकास में हमारी भागीदारी सिर्फ मतदान करने तक सीमित रह गई है। जब हमें अपने कर्तव्यबोध ही नहीं हो तो हम कैसे कह सकते हैं कि हम विश्व के सबसे बड़े प्रजातंत्र और उसके नागरिक
है। जब कोई चीज बहुत आसानी से हमारी जेब में आ जाती है तो उसकासमुचित मूल्यांकन नहीं हो पाता।
विडम्बना यह है कि मूल कर्तव्यों को संविधान में तो शामिल कर लिया गया है लेकिन उनके उल्लंघन पर दंड की
व्यवस्था नहीं की गई है ।विश्व के अनेक देशों में यदि कोई नागरिक राष्ट्र के प्रति आधारभूत कर्तव्यों का पालन नहीं करता। तो उसके लिए दंड की व्यवस्था की गई है । उसे नागरिकता से वंचित कर देने तक की व्यवस्था है। प्रत्येक नागरिक द्वारा अपने कर्तव्यों की परिपालना के लिए जरूरी है कि उसे इन कर्तव्यों का बोध कराया जाए। तभी वह राष्ट्र के
प्रति उच्चाद को हृदय में संजो कर रख सकेगा। अधिकारों के साथ कर्तव्यों के प्रति जागरुकता का अभियान चलाया।
