He used the first secretary of the Venezuelan embassy in Beijing, Luis Enrique Tenorio. To hide its benefits, Tenorio created a Panamanian company, Phomphien Corporation, and opened an account in the BPA of Andorra.

The Venezuela-China-Andorra circuit worked perfectly. Highland Assets, the company behind which Salazar was hiding and a collaborator, signed an agreement with the Chinese company Camc Engineering, which advised her in obtaining the millionaire contracts that the Ministry of Petroleum and Energy, especially from PDVSA and Corpoelec, tendered. , within the framework of the wave of works that were offered in the Great Volume.

The agreement stated that if the Chinese got works worth 176 million euros, Highland Assets would receive 10 percent net of the turnover of Camc Engineering. The news stings and spreads in incredible details of what Chinese and Venezuelan officials did to the detriment of all Venezuelans (except the Chavistas).
