Convinced that i) the EU is a benevolent organisation and that ii) an histrionic gesture like this will derail the UK's path.
Luckily the UK will be leaving the EU soon and the message remaining within the authoritarian anti white block will then read the far more appropriate 'TOP BREXIT'!
