As control is increasingly prosecuted via censorship, this is but the first step in the eventual transformation of communications that aren't censorable by institutions. Eventually some kind of mesh network that is not owned by institutions, but controlled by all the individuals that use it will come about, as more and more communities resist censorship and develop and disseminate necessary mechanisms.
