Is this another platform to benefit people with a higher SP at the cost of minnows?
It is precisely the opposite. If you read the post well, you will see that today, those who get the most benefits are the ones with less SP delegate. All this at the expense of those who delegate more SP, who obtain less benefits so that the smallest ones obtain more return on their investments.
