I think there must be a quota that every company in Japan have at least one worthless employee who can't manage to do anything (or who doesn't even try) but who the company can't fire or manage to make quit so everyone grumbles as they do his work for him. It's a crazy system.
Ya, as you say "at least one." And sometimes, many more.
