Flooding along Mae Khong River in Nongkhai, นํ้าท่วมริมแม่นํ้าโขง

Last weekend there was a warning about flood in the north and north-east of Thailand. Heavy rain was expected in Laos and there was the bad news of a newly built dam broken in Laos. Luckily Nongkhai is situated closer to the north so we didn’t suffer the impact of massive water flowing down the river. I went to check out the level of the river in town, there was about one meter space left below the river bank.

Only the low area in Nongkhai, along the Mae Khong River, was flooded by sudden rise of the water which has been released from the dams upstream. The land got soaked in brownish water for about four days. People in Laos were badly affected by the heavy rain in the north while both Thais and Laos people in the south of Mae Khong River have been very much inundated by flood.

I was quite shocked to see all the fields near my house got flooded by about two feet height of water. All the young and old plants were submerged in water. I watched the brownish torrents of water and pieces of drift woods flowing along the river at high speed. I could not wade through the flooded fields with my boots as the water was too high. I had to go for my riverside walk by a short motorcycle ride and I had to walk back along the dirt road.

So, we have to think about future plans for next year’s monsoon and the leaking of water from the risen river. The engineers who built the river-front road had no knowledge about local geography and way of life. They did not know that rain water always got absorbed by the fields within hours. The problem occurs whenever the river has risen higher than those rain-water pipes because the river will spill its water in through the pipes into people’s fields.

I will have to discuss this with my house’s construction team and other people. I don’t know what the best solutions would be at the moment. The water came in through the pipes which were supposed to irrigate rain water from the fields into the river. This is the results of having no proper consultation with local stakeholders. It’s the custom of ‘experts always know best!’ Thai society has become a country under technocratic rule these days.

สุดสัปดาห์ที่ผ่านมา ทางเหนือและอีสานมีภัยด้านนํ้าหลาก น้ำท่วมและนํ้าล้นตลิ่ง ทางลาวและอีสานตอนใต้โดนผลกระทบของเขื่อนแตกในลาวเต็มที่ ก่อให้เกิดความสูญเสียด้านชีวิต และทรัพย์สินมากมาย ส่วนที่อีสานเหนืออย่างหนองคายนี่โชคดีมาก เจอปัญหาน้ำโขงล้นตลิ่งตอนที่เขาปล่อยนํ้าจากเขื่อนลงสู่แม่นํ้ามากเกินไป ทำให้ทุ่งนาและที่ทำการเพาะปลูกมีนํ้าท่วมขังหลายวัน

เราได้แวะไปดูระดับนํ้าที่ริมโขงในเมือง เหลือช่องว่างอยู่ประมาณหนึ่งเมตร แต่เทศบาลได้ปิดประตูนํ้าหมดแล้ว เพราะกลัวน้ำจะดันเข้ามาท่อระบายน้ำในตัวเมือง
พอมาดูที่ทุ่งแถวริมโขง ก็เห็นนํ้าท่วมเข้ามาสูงประมาณครึ่งเมตร ทำให้ต้นไม้และพวกผักที่พึ่งปลูกจมนํ้ากันหมด เราไม่สามารถใส่รองเท้าบูทยางเดินลุยน้ำไปได้ เพราะนํ้าสูงกว่าหัวเข่าอีก เลยต้องซ้อนท้ายจักรยานยนต์ ไปเดินเล่นริมโขง. แล้วเดินกลับทางถนนลูกรัง กระแสนํ้าสีนํ้าตาลเข้มไกลเชี่ยวกราก และพัดพาท่อนไม้และขอนไม้มาทิ้งไว้ริมตลิ่ง ชาวบ้านก็ลงไปเก็บมาไว้ขายกัน

นํ้าท่วมทุ่งไม่ได้เกิดจากนํ้าโขงล้นตลิ่ง แต่เป็นเพราะวิศวกรนักออกแบบถนนริมโขง กลัวว่าชาวบ้านจะไม่มีทางระบายน้ำฝน. จึงทำท่อระบายน้ำไว้หลายจุด แต่คนออกแบบไม่มีความรู้เรื่องท้องถิ่น และสภาพชีวิตและปัญหาเรื่องน้ำฝน เขาไม่รู้ว่าถ้าฝนตกหนักขนาดที่ดินไม่สามารถดูดซึมลงสู่แม่นํ้าได้แล้ว ก็หมายความว่าทั้งเมืองหนองคายจะต้องกลายเป็นเมืองบาดาลก่อน นั่นแสดงว่าไม่ได้มีการพูดคุยหรือปรึกษาผู้มีส่วนได้ส่วนเสียในพื้นที่ ทำให้สร้างความเดือดร้อนให้แก่ชาวบ้านเพิ่ม.

เมืองไทยกำลังตกอยู่ภายใต้การออกแบบ โดยพวกผู้เชี่ยวชาญและเทคโนแครท หรือผู้เชี่ยวชาญเฉพาะทาง ความซับซ้อนของสังคมและเทคโนโลยี ทำให้การออกแบบ แนวทางการแก้ปัญหามีความซับซ้อนตามไปด้วย บางครั้งสามัญสำนึกธรรมดาและเรียบง่ายจึงถูกมองข้ามไป ชาวบ้านตาดำๆก็ต้องก้มหน้ารับผลกรรมของนโยบายรัฐบาลที่มีการแลกเปลี่ยนเงินทอนกันอย่างสนุกสนาน มิเกรงกลัวบาปบุญคุณโทษเลย

เราต้องมาคุยกับช่างและ คนอีกหลายคน มาช่วยกันคิดว่า จะช่วยกันแก้ไขปัญหานี้อย่างไรดี. สำหรับการรับมือกับฤดูฝนปีหน้า และ ในกรณีที่มีการปล่อยน้ำจากเขื่อนในลาวมากเกินไป
