When I Fail, I Keep Trying And It Still Fails! What is wrong?

Have we ever wanted to get, want to reach, or want to have something? And fight for it? But still fail. The saying never says "No effort does not work" It seems this sentence does not apply to people who always fail in his life, although he kept trying but still failed.

Then why is that? What is wrong?
